Command Structure
Supreme Commander (1 per faction)

Each side appoints one Supreme Commander:

• Chooses overall strategy
• Assigns objectives to sub-commanders
• Breaks rules disputes
• Controls faction-wide abilities

Sub-Commanders (Each Player)

• Each player controls 600–800 points
• Must include 1 Commander or Operative
• Armies are independent but allied

Army Building
Per Player

• 600 points
• Normal Legion list-building rules
• No duplicate unique characters within the same faction
• Shared Restrictions (Per Faction)
• Max 2 copies of the same non-core heavy unit across the entire faction
